NEXT completed the largest clean-up in BC at the former Fullerton Lumber site at the foot of Fell Avenue in North Vancouver. It had long been considered 'impossible to remediate' and has now been developed into the North Shore Auto Mall. Another property that sat contaminated for many years is the former Versatile Shipyards also in North Vancouver. This will be developed into a large commercial/residential complex with development permits expected to be issued around the end of 2003.

A property assessment involves a comprehensive review of all available information. The objective is to identify present and past land uses, land zoning classifications, industrial process activities, and potential contaminant sources. Information sources include interested or involved parties, present or past landowners, municipal, provincial and federal government agencies, land titles and fire insurance records, historical air photographs, local topographic maps, and any relevant existing reports. The site is inspected to identify potential contaminant sources and to assess the probability of contamination. Site and adjacent property characteristics and land uses are noted. A property assessment checklist is often completed in addition to a letter report at the conclusion of the audit. If there is a defined potential for significant site contamination, a further phase of investigation is recommended.
This phase of property investigations is conducted by NEXT Environmental Inc. if contamination is suspected in a site, and is intended to verify whether contamination is indeed present. This typically involves soil, effluent and/or surface water/groundwater sample collection, and laboratory testing. General chemical parameters, as well as suspected contaminants, are targeted in the testing. NEXT Environmental Inc. interprets sample results, specifically including reference to municipal, provincial and federal guidelines and criteria. If contamination is verified at significant levels, a Phase III investigation may be warranted.
A Phase III investigation is designed to determine the precise nature, physical and chemical behaviour and lateral and vertical extent of contamination, and is performed where contamination is known to be present. This phase may be a precursor to, or conducted as part of, remediation of a contaminated site. In isolation, the objectives of a Phase III study would be to quantify the volume of material requiring remediation, and present an initial appraisal of remediations options with estimated costs. If a clearly favourable remediation option can be defined, this phase should also include the development of a remediation plan. This could then be submitted to regulatory authorities for comment and approval.
A Phase IV site remediation program may involve a feasibility study to identify and develop a cost-effective contaminant remediation plan, followed by its implementation. For contaminated material removal or on-site treatment/entombment, verification sampling and testing is required to ensure that activities have been successful. Two routes to site remediation are currently available: to leave the material in place in such a way that a risk assessment defines that there are no unacceptable health risks; to treat the material on or off site using various technologies; and/or removal to licensed landfills in or out of the area. A report summarizing remediation activities would normally be prepared for regulatory review and permit approval.
