Cowater International is implementing a large rural water supply project in the Upper Regions of Ghana with a focus on sustainability and institutional change. During the period 1993 to 1999, Cowater will introduce a system of community management of water sources, develop the capacity of the private sector to deliver water-related goods and services, reformulate the role of government institutions to policy and promotion rather than provision, and introduce water supply technologies that communities themselves can operate and maintain. Approximately 3, 000 handpumps will be replaced or installed to serve approximately one million people.
