statistical and mapping data on China at various spatial scales in 1993, and by 1995, the firm had constructed a small-area GIS for the Yangtze Delta Region. This was extended to encompass all 11 provinces in the Yangtze Basin in 1997, 10 provinces in the Greater Bohai Region in 1998, and Guangdong Province in 1998. Earlier this year, the GIS was extended to all remaining provinces in China.15. At the provincial level, Chreod maintains every statistical yearbook since 1996 in digital form linked to its GIS, and all of the provincial aggregates of data collected from the First National Agricultural Census in
analysis to be conducted for provinces.16. At the small-area scale, Chreod maintains two databases: one for every county/county-level city/prefecture-level city (municipal boundary) in China; and another covering all of the countrys 668 cities. The base year of both systems is 1996; data updates for 1997 and 1998 have been completed, and selected data for 1990 and 1994 are available to conduct time series analysis. All spatial data is georeferenced by Guobai code (GB) from 1990 to 1999 so that annual boundary and administrative status changes (e. g. county to city) can be accounted for in comparative analysis.

Proj: Advisory Services on Structuring Water Supply BOTs in China Country: China, P. Rep. Contribution:
The Asian Development Bank and China's Ministry of Water Resources began in 1996 to explore the potentials of Build- Operate-Transfer (BOT) projects as a way of addressing some of the major urban water supply problems in the country. Chreod Ltd. was retained by ADB/MWR to research major financial and institutional issues surrounding BOTs in this sector, to identify the key risks in BOTs in the current regulatory context in China, and to identify investment criteria of Hongkong-based project financiers and water supply operators active in China.
Proj: Lancang River Basin Regional Development Strategy Country: China, P. Rep. Contribution:
Chreod was part of the Landcare New Zealand consortium that was awarded a TA to develop an integrated regional development strategy for the Lancang River Basin in Yunnan Province. The final strategy took into consideration conditions and trends in neighbouring Vietnam, Laos, Thailand, and Myanmar. A Chreod Director was the Team Leader/Regional Economist for this assignment.
Proj: Monitoring of Tianjin Infrastructure Action Plan Country: China, P. Rep. Contribution:
As follow-on work to Chreod's preparation of the Tianjin Infrastructure Action Plan (see below), Chreod was retained by the Tianjin Construction Commission to act as Project Monitors for the 14-month implementation of this World Bank project component. Work included advising on tendering and appointment of MIS consultants, quality review, and strategic advice to the Tianjin government on a wide range of implementation issues.
Proj: Pearl River Delta Urban Environmental Strategy Country: China, P. Rep. Contribution:
Chreod was retained by the World Bank to conduct a strategic overview of urbanization trends in the Pearl River Delta (stretching from Hongkong to Guangzhou to Macao), and to identify key environmental and institutional issues that might be addressed with Bank support. This work includes a review of infrastructure financing options, including public-private models for infrastructure development and operation.
Proj: Public Infrastructure Investment Policy Country: China, P. Rep. Contribution:
The Asian Development Bank and Chinas Ministry of Finance has commissioned Chreod to conduct a 14-month advisory TA on public infrastructure investment policy at the central, provincial, and local government levels. The assignment will address improvements to the investment planning, financing, and budgeting processes as they relate to highways, ports, power distribution, railways, water resources, urban water supply, wastewater treatment, gas supply, and urban roads.
Proj: Shenzhen Coastal Management Strategy Country: China, P. Rep. Contribution:
Chreod was retained by the Shenzhen Municipal Government to prepare: 1) a development and management strategy for Shenzhens 260 km. coastline; 2) more detailed development sub-strategies for the western coastline focusing on transport connections between Hongkong and mainland China, and for the eastern coastline focusing on conservation and cultural heritage issues; and 3) conceptual master planning of five strategic areas.

Chreod was retained by the World Bank to review urban and environmental trends in Tianjin, and to advise on the identification and selection of components for a possible second Bank loan in the urban environment sector.
Proj: Urban Environmental Investment Program for Yangtze River Basin Country: China, P. Rep. Contribution:
Chreod was asked by the World Bank to lead an international team in preparing options for a ten-year investment program in the urban development sector, focusing on the Yangtze River Basin. Over a 24-month period, Chreod: 1) analysed economic, demographic, infrastructure, environmental, and investment trends in 235 cities in the Yangtze River Basin stretching from Shanghai through Sichuan to Yunnan; 2) identified and evaluated potential infrastructure and environmental management projects; 3) identified potential financing options for these projects, including direct foreign investment and possible support facilities that the World Bank might offer to private investors; 4) ranked investment projects; and 5) identified policy changes that would provide the foundation for increased World Bank assistance in this sector in China.
Proj: Urban Environmental Management Information System, Sichuan Country: China, P. Rep. Contribution:
The World Bank is supporting the Sichuan Urban Environment Project that includes water, wastewater and solid waste management components in six cities in the province, including Chengdu. A component of this project is an urban environmental management information system based on GIS technology. Chreod formed a consortium to prepare this component, at the request of the World Bank, and in collaboration with the Sichuan Provincial Construction Commission. The following work was prepared by the consortium: design of a Provincial Decision Support System, including construction of a prototype; design of an Urban Decision System, including construction of a prototype;
design of an Infrastructure Operations System; design of an overall provincial urban environment information strategy;
and design of a mapping and satellite imagery updating system.
Proj: Urban Water Demand Projections to 2020 Country: China, P. Rep. Contribution:
Chreod was commissioned to assist in the preparation of Chinas National Water Resources Strategy to the Year 2020 by assessing likely urban water demand based on urban and regional development trends. Building on its Yangtze Basin research (see below), Chreod assessed urban trends in over 200 cities in the Huang, Huai, and Hai River basins in the Greater Bohai Economic Region; commissioned by the World Banks East Asia Rural Development Sector Unit.
