In the Fall of 1994 the Kharyaga-Usinsk pipeline in the Kemi Republic of Russia suffered a catastrophic failure releasing a large amount of oil and creating a major environmental disaster. AMEC Earth & Environmental (AEE) proceeded to assess the state of the existing pipeline and the Russian plans for spill containment and recovery. AEE's objective was to develop a plan for the response effort upon which the World Bank and the European Bank for Reconstruction and Development (EBRD) could base emergency funding decisions. The extraordinary efforts of the team under difficult conditions allowed the World Bank and the EBRD to fund the action plan quickly, preventing one of the worst pipeline disasters in history from becoming a catastrophe.
Estimating costs for remediating and reclaiming industrial properties has traditionally been a difficult exercise. The uncertainties that are inevitably associated with remediation requirements and contaminated material quantities are often times difficult to address using traditional estimating methods and tools. In response to this, AMEC Earth & Environmental Limited (AMEC) has developed the ARCS system, a Microsoft Access based tool for estimating the costs required to take an operating industrial facility to a reclaimed site.
ARCS facilitates the development of cost estimates for satisfying regulatory requirements and for completing decommissioning, dismantling, remediation and reclamation activities. The system is structured to examine the influences of differing remedial strategies and cleanup criteria on total program costs. ARCS also provides for the comprehensive development and archiving of input data so that the final estimates can be clearly explained and defended.
Recent modification of traditional volatilization techniques has resulted in the development of the innovative Multiphase Extraction (MPE) system. The primary purpose of this development was to reduce equipment requirements for select remedial applications. Where appropriate, the system dramatically reduces the initial capital cost per recovery well and the number of recovery wells required, as compared to traditional remedial systems, such as soil vapour extraction and saturated zone air sparging. MPE will also recover free phase, dissolved phase, vapour phase and residual hydrocarbons. These broad range of recoveries are accomplished through a single set of recovery lines connected to one centralized recovery unit, thus reducing traditionally experienced operation and maintenance costs as well. Also, the system has been shown to be one of the most effective in situ remediation systems for fine grained soils.
Companies need to ensure that they take steps to protect their investments from any environmental liabilities, while maximizing production and efficiency. Liabilities may result from past practices, current operations or future endeavours. The key to success is in implementing an Environmental Management System (EMS). The AMEC Caribou Environmental System (ACES) allows companies to record and manage verifiable facility, environment, health and safety data. ACES can and has been Web-enabled to allow individual facilities, corporate managers, laboratories and consultants to enter and/or manage data.
The ACES system strives to deliver a whole product and includes components such as system design; standards and procedures; hardware; system integration; installation and debugging; and training and support. Recently AMEC developed one of the first Chinese/English environmental management information system software products for the Chinese market.
