The Recycling Council of British Columbia is very interested in and supportive of your new technology that allows easy, local access to information suitable for materials exchange.

As you know, any material that can be reused, in either its original form or in an alternate manner, reduces the volume of waste going to landfill. And less waste to landfill accomplishes a number of things it helps to reduce green house gas emissions (which can lead to serious climate change issues) generated in the land fill, it reduces the emissions created by lengthy transport to a waste site, and it lengthens the life of existing landfills by limiting the volumes being deposited. As well, it can reduce the costs for businesses thereby facilitating start-up and ongoing operations, to the benefit of our entire community and it reduces the need for virgin materials, reducing the impact on our environment.

RCBC operates a materials exchange (the MEX) that aims to accomplish those goals listed above. Currently our exchange is primarily manual. We list and record potential items along with requests and attempt to make the matches. We have recently posted the active list on our website, but this is a static list that is manually updated approximately monthly. In spite of these functional limitations RCBC has helped to place thousands of tonnes of materials.

We are very interested in expanding our Materials Exchange and making it more available to local users. Since we have demonstrated expertise in this area (the management of an exchange) we believe that RCBC is the ideal choice to facilitate a provincial exchange, in fact it would be an extension of what we are already operating.

In British Columbia, the Regional Districts and municipalities are generally not interested in expanding their responsibilities to include management of a materials exchange. Since RCBC is already doing this, it makes sense to facilitate this in a more significant fashion. An expansion of the MEX, with districts or municipalities listed on the website, along with marketing to increase the exposure of this service would have a significant impact. In addition, specific categories to address specific areas such as C & D (construction and demolition) waste would increase diversion of these bulky and problematic items.
