Create a solid governance structure that will ensure that any ICT changes have whole hearted support by all that are affected.

a) assess their Information and Communications Technology readiness b) develop and implement policies that will allow them to adopt and appropriate ICT technology, and c) ensure that the ICT policies are dynamic and will adapt with changing times and changing needs
Experience in analyzing traditional government functions and defining those which would be good candidates for some form of privatization. Experience includes the development and oversight of a partner selection process, negotiation of contracts, and dispute resolution upon implementation and/or operation.
Experience in identifying, managing, and operating strategic alliances, joint ventures, or partnerships for telecommunications projects. Part of this effort includes the development of the business case for the alliance/joint venture/partnership which forms the basis for the business realtionship of all the participants.
Experince in developing high level plans (as a result of either a re-engineering or renewal initiative) into an implementation plan and to manage the actual implementation of a multi- disciplined group.
