Staynor Response Services Ltd. was originally formed in 1992 to assist the oil industry in achieving and maintaining a higher level of emergency response preparedness.


Since that time, we have helped companies in a wide range of industries and various government agencies improve their ability to deal quickly, safely, and effectively with major emergency incidents and crisis situations.


Staynor Response Services Ltd. have extensive experience in training and exercising Government and Industry Crisis & Incident Response Management Teams. This experience has led us to believe that by itself, understanding a Management Process is not sufficient to equip Response Management Teams in meeting the requirements of effectively dealing with an incident.


To be fully effective, both individual responders and the teams themselves need to understand their individual preferences and the concepts of team development in order to work in stressful situations. To this end, in addition to our unique ICS based Response Management System, all of our Crisis and Incident Response Management courses provide training in team dynamics, individual preference, and crisis communications

Staynor Response Services Ltd. is a distributor of the Interactive Oil Spill Training Centre's (IOSTC) Oil Spill Responder training CD. This interactive CD provides responders with the response & safety tools and information they need to respond quickly, safely and effectively to an oil spill.

Well-planned Exercises Are The Best Way To Achieve Significant, Cost-effective, And Measurable Improvements.
Staynor Response Services Ltd. assists companies in developing and implementing a program of relatively short, focused, intense management exercises. These exercises represent a cost effective and efficient alternative to the larger full-scale exercises that are still prevalent in many sectors of the response community. Full-scale exercises have a tendency to become 'major productions' or events. They often include a host of planners, evaluators, controllers, and have long planning horizons (3-6 months). Their numerous planning meetings, scheduling, and coordination problems generate a need for large budgets and can cause a significant drain on manpower and resources. In many respects, large-scale exercises provide limited direct learning value to the individual players. They are time-consuming, labour-intensive, and expensive. As a result they tend to be infrequent, further detracting from any real training benefit. At best, they offer a marginal return on investment - at worst, they may invalidate the actions of the Response Management Team and damage relationships with Agencies and contractors. One of the most common problems encountered at exercises is that they have grown beyond the design team's control. Other groups learn about the exercise and see it as a good opportunity to train their response personnel. They may even offer to share the costs (a particularly attractive incentive in today's environment). As others join the exercise design team, they bring their own objectives, priorities, and agendas to the table. What started out as a relatively straightforward, efficient, cost-effective exercise becomes a complex, unwieldy, and expensive proposition. While this is not to suggest that different organizations or Response Management Teams should avoid exercise together. (The principle of Unified Command dictates that they should). It highlights one of the common pit-falls that plague management exercises. Other indicators that an exercise design is 'coming off the rails' may include: the design team asking for 3-6 months to plan the exercise 'properly'; the number of non-players approaches, equals, or even exceeds the number of players; while still in the planning stage, the exercise is over budget; the person-in-charge has difficulty stating clearly and concisely what the objectives are; the exercise will last more than 8 hours (e.g., 12, 24, 48 hrs); the exercise script calls for response equipment to be physically deployed at the same time as the management exercise is taking place. Staynor Response Services Ltd. supports regular (annual), highly focused, well-planned, and cost-effective management exercises. Exercises of this type focus on 3-4 critical objectives at most, although others may come indirectly into play. They are relatively brief, usually four to six hours in duration with additional time allocated for pre-briefing and de-briefing the participants. The number of players can range from five to fifty and may represent a number of responding organizations. All are strictly screened on a need to be there basis. The number of controllers and evaluators is strictly limited to minimize interference with the players. In most cases, observers are ruthlessly eliminated. Staynor Response Services Ltd.'s experienced control team, along with 2-3 company representatives can fully plan, control and evaluate an exercise of this type in just a few days. Exercises of this type produce significant and lasting improvements in capability for Response Management Team members, both individually and collectively, and represent a far better 'return on investment' than their full-scale counterparts. The high level of success that we have been able to achieve with both our clients and their monitoring agencies dispels the myth that larger exercises are more realistic and beneficial, and that successful exercising is costly and time-consuming.

Customized Spill Response Training Programs
The Response Management & Team Development Workshop is a 2-day course designed to take your existing response managers or selected untrained personnel and transform them into an effective, efficient Response Management Team. The course focuses on three main areas: response Management; individual Preference and Team Dynamics; communications. Response Management systems are often large and may require individuals to be dedicated to the operation of the system itself. While providing detailed accounting and documentation, these systems are beyond the capacity of most organizations. Staynor Response Services Ltd. have developed a simple and unique Incident Command System (ICS) based Response Management System that allows responders to: Manage the Incident, instead of, Managing the Process. By recognizing and incorporating ICS, teams are able to link efficiently with various fire departments, emergency responders, government agencies, industry responders etc. all of which use ICS based systems. Staynor Response Services Ltd's Response Management System (RMS) provides your Response Management Team with efficient tools for documenting and coordinating a response without limiting their ability to manage their roles. The primary objectives of this management system are: to maximize the efficiency of the response; to be and be seen as properly protecting and caring for the public interest; to document the actions of the Incident Command team and account for their Expenditures; to develop a 'Plan' that allows for a shift change to take place and supports the transition from 'reacting' to 'managing' the incident; to protect the company's reputation, business, and financial interests. Interactive Cd Training Course For Oil Spill Responders.
We specialize in delivering cost effective training in oil spill response, control and management. IOSTC's professional team has extensive experience in the fields of marine science, marine pollution, oil pollution, oil spill contingency planning, oil spill response training, and computer science. IOSTC is developing a number of training applications in association with experts from major oil companies and government agencies, including the Canadian Coast Guard, and oil spill equipment manufacturers. Benefits of Training The benefits of training outweigh any other pollution prevention method by a wide margin. Consider that over 80 % of oil spills over the past 20 years have been the result of human errors. An investment in training is an investment in prevention. Why Interactive Training? Present training programs, whether in the classroom or field, tend to be one-time experiences. Only weeks after completion, trainees' enthusiasm wanes and hard-earned skills fade. We call this 'transient training'. Interactive training, on the other hand, is always available, always ready, always fresh. Its attractiveness and style promotes sustainable of skills and knowledge. Crisis communications relates to the WHO, WHAT, WHEN, WHERE, WHY and HOW of critical information about the emergency incident and how the information is shared with key external audiences. Generally speaking, much of the information, impressions, and opinions that these groups form about an incident will arise from what they hear, see, or read in the various forms of media (i.e., print, radio, TV, Internet). As a result, Response Management Teams need to focus on effective media and stakeholder communications. External audiences may include one or more of the following depending on the type, nature and location of the incident: local/regional media; community(ies) directly impacted by the incident; federal, provincial and local government officials, politicians, and other decision-makers representing the affected communities; politically-motivated stakeholder or interest groups; some or all members of the general public. The purpose of a Crisis Communications is to ensure that information about an incident is communicated in an accurate, timely, and responsible fashion. The overall objective is to use the media to establish and maintain public confidence in the ability of your organization to respond effectively to the emergency, and to protect the public interest. Some of the pertinent items discussed in the course are: getting the facts, assessing the situation, and defining the critical issues; identify target audiences and key messages; prepare a media briefing kit and appropriate written statements; identify spokespersons and setting up a media relations centre; preparing and briefing designated spokespersons; acknowledge media and public requests and inquiries; conducting press conferences and interviews as planned and scheduled; monitoring media reports and correcting inaccuracies.

Operational Training Staynor Response Services Ltd.'s personnel have extensive experience in operational response ranging from designing the Canadian Coast Guard's 'National Exercise Program' (NEP) to designing hydraulic adapters so that oil skimmers can plumb into fishing vessel hydraulic systems. Staynor Response Services Ltd. and their associates have hands-on experience in operational response to both chemical and oil spills on the land and at sea and can provide operational response training that ranges from basic introductory sessions to certification training for HAZMAT responders.
