ORACO Consulting Inc. builds strategic collaborations with private and public sector partners to take the capabilities and technologies which exist in Nova Scotia to new markets. ORACO's role is to identify viable economic opportunities, assemble the core partnership team, and focus team energy on the ultimate objective. The strategic alliances created match private sector entrepreneurs in Nova Scotia with Canadian and international partners to develop commercially-viable strategies which are based and grounded in Nova Scotia but can be taken to the international marketplace.

In particular, our projects bring innovative solutions to the delivery of educational products and services. International educational projects sponsored by the Multi-Lateral Development Banks offer Nova Scotian entrepreneurs another avenue in which to pursue new markets for the services they have successfully delivered locally.

ORACO currently represents a team of professional consultants (architects, structural/mechanical/electrical/information technology engineers, educators, and a learning research institute) who, together, have all of the capabilities and experience required to deliver educational infrastructure projects which are high-technology, community-based, lifelong learning environments ('smart schools'). Beyond the design of physical and technological infrastructure, however, the team which ORACO represents can also provide teacher training programmes, new curriculum products and comprehensive program for assessing the environmental sensitivity of building products and systems. This team is currently providing this package of services to a technology-enriched high school project in Nova Scotia. ORACO's role is to bring this proven capability together with similar projects planned for developing countries.

The educational sector in the developing world is being targeted by the International Financial Institutions for an infusion of funds to fundamentally change the means by which education is delivered. Beyond the mere construction of new school projects, development banks and developing country governments are focussing on improving the quality of follow-on services delivered by the educational system itself, - funding technology training and other professional development programmes for teachers, changes to curriculum content, transition to continuous assessment policies for student evaluation, programmes for distance education, etc. ORACO's professional team can provide the design of the physical infrastructure and the follow-on services in a complete package of services customized to meet the specific needs of each country.

To date, ORACO's international marketing activities have been targeted at investigating opportunities for delivering this package of services to education systems in the Caribbean and Eastern Europe. Early signs point to a receptiveness on the part of governments, particularly in the Caribbean Region, to a strategy which can deliver all aspects of infrastructure and content design for 'smart' schools through one consulting team. Discussions have also identified potential private sector partners in local markets for involvement in these educational initiatives.
