Statement of the Problem :
With the introduction of new cheque cashing policies by the Canadian Financial Institutions to combat and reduce the risk of increasing fraudulent cheque cashing practices across the country, an enormous barrier has been created for all First Nation people who have not established banking relationships.
Its now the current policies of all Canadian Financial Institutions to request that all cheque cashing clientele open bank accounts. However, many of the First Nations clientele do not desire to maintain a bank account due to the high cost of monthly services charges.
Two of the most significant problems being encountered by the First Nation clientele who do not maintain a bank account are:
1. A five-day hold being placed on their cheques to ensure the item clears.
2. The First Nation clients pay a five-dollar fee to cash the cheque immediately.
Other barriers currently being experienced by our First Nation members include the high cost of cheque cashing out-lets, this also, adds another risk of potential theft due to carrying large amounts of cash.
These factors have made First Nation banking impersonal, very demeaning and difficult for the First Nation individual.
