Fishery Protection Essential for Sustainable Resource Development
In Canada, the government and the fishing industry have introduced fisheries observer programs to monitor ocean fishing.
BIOREX has been involved in the management of Canadian fisheries observer programs since 1981, and today it has outstanding expertise and irrefutable credibility in this area.
Well-Orchestrated Management In order to manage the fisheries observer programs properly, BIOREX has created a solid organization on the eastern coast. The company has regional coordination offices and satellite bases of operations, standardized recruiting, training and supervision procedures for technicians, and proven quality-control, data-processing and data-transmission systems.
Stringent Quality Criteria BIOREX has powerful management tools that enable it to provide fishery surveillance services that have all the essential features of such programs:
independence from the observed parties;
enhanced operating efficiency;
a very high degree of integrity;
highly-skilled teams of observers;
flexibility to adapt to the changing needs of government and industry.
Exportable Know-How Canada's fisheries observer programs are recognized world-wide for their outstanding quality. A number of countries have based similar programs on ours. BIOREX has already helped to implement such programs in Estonia, Latvia and Lithuania, and has helped to train observers from several countries in Europe, Africa and Asia.
BIOREX's contribution to the development and management of the Canadian programs, combined with its international experience, make it a first-rate partner for introducing observer programs elsewhere in the world.
Overline 1 Who are Fisheries Observers? Fisheries observers are independent technicians who monitor and compile detailed data on fishing activities for reports to governments and industry. These observers work on board national and foreign vessels fishing in national or international waters. The data collected are essential for fishery protection and for evaluation and management of several major national and international resources.
Overline 2 Canadian Fisheries Observer Program In Canada, the fisheries observer program is a large-scale operation with four regional coordination offices, a dozen observer bases and over 250 permanent employees.
INTEGRATED MANAGEMENT OF WATERSHEDS AND COASTAL ZONES
An All-Encompassing, Unified Approach BIOREX's activities in aquatic and marine environments are based on integrated management of watersheds and of coastal zones. These new ecosystem-based approaches require the agreement of local and regional authorities. BIOREX has made a substantial contribution to the introduction of this type of management in Quebec.
A True Picture of the Environment BIOREX's ability to compile a true picture of the status of freshwater, estuary and ocean ecosystems is, and has always been, one of its areas of excellence. The BIOREX team looks at the biophysical and socioeconomic aspects of the environment with site inventories, investigations and consultation of all kinds of databases.
Once the information has been collected and processed, BIOREX can produce an environmental status report, a geographical information system database or an ecological zoning report. It can also identify the potentials and constraints of the area studied. Analysis and integration of data make for fair, enlightened decision making and pave the way for coordinated conservation, restoration and development.
Preserving Our Heritage The first aim of integrated management is to conserve resources and their supporting environments. BIOREX has developed an original approach to help local, regional and national groups recognize conservation needs and develop management plans for protected areas.
Ecosystem Restoration The experts at BIOREX can also play a key role in restoring aquatic and marine environments that have been disturbed by pollution or physical changes. Feasibility studies, action plans, and follow-up are some of the methods used.
With its extensive experience, the BIOREX team can quickly identify problems and find the most effective and profitable environmental solutions.
Environmentally Responsible Development Specialized in the design of development plans for aquatic, coastal and ocean environments, BIOREX contributes to economic diversification in coastal regions in a context of sustainable development.

ENVIRONMENTAL ASSESSMENT
To Achieve and Maintain a Healthy Environment BIOREX has developed outstanding expertise in doing environmental impact studies for projects or operations in aquatic and ocean environments. Its studies provide developers and regulatory authorities with all the information they need to make wise decisions.
Preliminary Studies With the experience acquired since its foundation in 1978, BIOREX can handle all facets of environmental assessment and impact studies for projects in water (lakes, waterways, oceans) and coastal environments. Studies range from the description of the project and components of the natural and human environments to the development of measures to prevent, reduce or eliminate the probable repercussions of the project.
This expertise can also be used in impact studies of industrial, mining, hydroelectric and other projects.
Compliance Audits To assess the compliance of existing facilities, BIOREX uses various procedures, including environmental site assessment, compliance audits and environmental monitoring.
These operations are carried out by professionals who are recognized for their in-depth knowledge of legislation and environmental issues. In doing this work, BIOREX adheres to the standards and guidelines developed by regulatory bodies.
Risk Analysis A field that has made great strides in the past few years, risk analysis assesses the probability that an accident may occur that could have harmful effects on the physical, biological and socioeconomic components of the environment. Such methods also enable a more precise appraisal of the scope of the impact. BIOREX uses several kinds of risk analysis in aquatic and ocean environments and can tailor its methodology to its customers' requirements.
Environmental Contingency Plans Contingency planning for natural catastrophes or accidents helps to minimize the harm done to natural and human environments. BIOREX has the essential skills and tools for developing and implementing contingency plans, including geographic information system databases on sensitive habitats, natural resources and usage of aquatic and ocean environments. BIOREX also does site sampling, which is useful in determining the scope of the damage caused by such accidents.
SEA FISHERIES AND AQUACULTURE
Unparalleled Expertise in a Rapidly Changing Sector Over the years, BIOREX has become a top-notch consultant with regard to sea fisheries and aquaculture. It has played an important role in helping the fishing industry deal with the major challenges it is currently facing.
Sustainable Development Requires Better Understanding of Resources For twenty years, BIOREX has studied the abundance, distribution and biology of underdeveloped fisheries resources and their potential for national and international harvesting, processing and marketing. This work has contributed to the development of new fisheries in the Gulf of St. Lawrence and its estuary.
Responsible Fishing BIOREX has acquired unique research and development skills for the implementation of responsible fishing. It has tested and helped to introduce new technologies that can improve the selectivity of fishing gear, reduce catches of small fish and accidental fishing, and prevent ghost fishing attributable to fishing gear lost at sea.
Better Control of Fishing Since 1981, BIOREX has been heavily involved in monitoring and follow-up of fishing in eastern Canada. BIOREX has participated in fisheries observer programs aboard national and foreign vessels, and has collected and processed statistical data on catches, ocean dumping, landing and in-plant processing.
Aquaculture: A Viable Alternative Aquaculture is increasingly recognized as an efficient way to manage resources and an alternative source of sea products. BIOREX's expertise in this area lies in mollusk, crustacean and salmon farming, site identification and assessment, testing of new technology, and feasibility studies in Canada and abroad.
